Details: During a meeting of the newly created government coordinating council to meet the needs of the troops, Putin said that the work cannot be based solely on the previously established standards, because they could already be outdated, since they were created in other conditions.
Putin wants manufacturers to focus on "real needs" and the "real situation."

And in every direction a clear and specific work plan should be defined.”
Background:
In mid-October, Putin announced that partial mobilization in the Russian Federation would be completed by the end of October: since September 21, allegedly 222,000 Russians have already mobilized.
